User requests permission from another [Wordpress]

I have a blog in Wordpress and I want that when a user makes a post, if he wants to modify it or eliminate it, he should ask permission from an administrator and he will grant it, or not.

The thing is that I'm searching the internet and I can not find anything even like it.

That's why I went to this website, to see if anyone can guide me on the subject, either with some type of plugin that I know, or doing the pertinent via code.

If that is what you really want, that is to have control over the people who vote for you, you also have to have control over those who see it, you should do the wordpress privately.

If you have it public, that everyone can see it, I think you will not be able to have control over those who vote for you.

Finally you could put the role editor plugin and specify what each role can do.
