I had some problem with two tp-link cards, the tl-wn8200n which I use to "force" the driver for windows with ndiswrapper and tl-wn725n, the latter has native support for the kernel with the module rtl8192eu, I understand that the tl-wn823n was supported from kernel 4.8.

In the linux system that I own, the solution would be to re-compile the kernel activating that module, you are of elementary OS, you should be able to install that module separately from the repositories or compile it dynamically with DKMS.

Look for the solution for your system that in spite of being linux varies a little between the different distros, since the management of packages is independent between each one, but the module that manages that device is the rtl8192eu.
