I have found a solution to my problem that the Android Studio 2.3.1 emulator was not running.
Remembering that the problem started when I updated Android Studio from version 2.2.x to version 2.3.1, I think that this solution can be applied in any case that you make a version change or installation of a patch:
Verify that the version of Android you are running in the emulator is a number between (or included) minSdkVersion and targetSdkVersion (See file build. gradle).
When creating the virtual device (in the AVD Manager) download and install the corresponding Android version and make sure that the version includes the Google API.
To complete the creation of the virtual device, verify in advanced hardware configuration options that the Graphics parameter is set as Software - GLS 2.0 and that the RAM memory is set to an appropriate number.
If one is missing, you must download and install it.
That's how I solved the problem that was that the emulator was not running. All this you must do with each version of Android and virtual device that you want to run in the emulator.
