What scheme should I follow to send a file (txt) with certain data to a cloud, then be able to manipulate the file data in an android APP?

Investigating I look at two alternatives, send the file to the cloud and download it in the APP, to then make use of the information.

Or send the file information to a database, and then extract the information from it with the APP.

If so, give me a little guidance on how to do it. Or a better alternative.
