I am looking for a program to create themes in wordpress without knowing how to program. I will program more or less but I can not create my themes well and if there is a program I would like to know.

This is quite close to what WP Paintbrush offers
In principle it is installed as a theme, but once activated the thing shows all its power. Actually it is a framework that, starting from a basic design (expandable), allows you to configure a WordPress theme at ease.
