Laravel: server.php is deleted only when I start the server

Hello I need help urgently I have a project that every time I take the system the server.php be deleted and then I get this error

Then when I try to copy the file to the same route I get that I do not have permissions, I have to restart the computer to copy it again, I start the system with PHP ARTISAN SERVE and again it is deleted again. I do not know what happens please your help.
