Well researching, RAD Studio requires Microsoft Framework 3.5 and 4.5 to run smoothly, Windows 10 does not default to 3.5.
Windows 10 Home does not allow in its latest updates to install the Framework, the only option is to enable it from Activate and Deactivate Windows Features and then update, Although VPN variations block access as is my case.

On the other hand, as I can not download the Framework 3.5 because it is blocked on my network, I chose to do a virtualization of windows 7 where the RAD installed without problems and I can occupy it without problems.
Note: Take into account in virtualization at least 70GB of space in HDD, in my case it does not affect me much to have a virtualization of that size in exchange for being able to occupy the RAD, since in my Host machine I must use Visual Studio.
