Problem with library ChilkatDotNet45.dll

I am working on a third-party project and at the time of compiling the project I get the following result.

I tried to download the x86 version of the official link page but the result remains the same, so change the compilation target in Visual Studio

I'm using IIS Express which is already incorporated with Visual Studio (2017 Community) and I'm also testing it in windows IIS.

I do not know what else it could be.
