How to make my website visible with a public ip?

I would like to know what is the way that I can access from any computer to my website that would be inside my laptop converted into a temporary server, I would like to do this by means of the public and only ip that I have at the moment, Currently my website is visible on all devices connected to my network, but I do not know how to do or what should be done to make this happen to all devices outside my network.

I have a Modem Hwaei HG8245H

I already applied the Port Mapping Configuration of the Menu Forward Rules and that allowed me to communicate within my own network, what I do not understand is to make it visible on the internet. I'm using the linux operating system and as an apache server.

Configure a port of your modem to redirect your PC to the port you occupy, by default, web servers will connect port 80.

Why a domain? Because if you turn off and turn on the modem your ip will change, then you will have to check it again every time and if you want to mount a server you do not want to have to be sending the ip every time. You can also buy and direct it, the problem is that your ip changes and you should be calling technical service to address.
