I have installed PostgreSQL 10.5 and pgadmin 4 version 3.2 but when I try to start the pg admin 4 this error appears:

"The application server could not be contacted".

I came here looking for the solution to the same error I got after a clean installation of Postgres, but in my case, the solution proposed by A. Cedano did not work.

I know that my answer does not directly answer your question but DBeaver Community is a good alternative for PosgreSQL and other data banks, if you do not need a DB Manager Web, and it works on both Windows and Linux.
