It is likely that your SQL Server service is below, so I recommend you check if it is operational. For that, do the following:
Start, Run, type services.msc Search the SQL Server service and its SQL Server Agent Start them with right click, START
The other option is to go to Start, Programs, find the folder related to SQL Server, and open the SQL Server Configuration Manager, and see in the tab SQL Server Services in which state the services are
As a last option, in case all the above is in order, check well if you are entering correctly the name or IP of the instance and its respective port. In the case of a local instance, validate that the name of the server is correctly entered, or a point added only.
