What you are looking at is a bookmark created using an HMTL link. These links are usually used when the page is very long and allow you to "jump" to a specific part (identified by using the "#") within the same page, for example: 

<a href="#S2">Ir a la Sección 2</a>

And Section 2 (on the same page) would be identified this way:
