I use Xamarin from the visual studio on both Mac and Windows, it is a visual option that is already included, I recommend you update to visual 2017. For IOS you will be asked to have a mac to be able to compile the programs if you do not have a physical one with a virtual machine and putting it on the same network would be worth it.
