How to make an element visible when another appears by scrolling on the screen?

I have my page created with a long scroll. In a position And I have a DIV element and inside a form. I am interested that if I scroll up or down and at that moment the DIV element appears on the visible screen I will see an alert type alert on the screen or another DIV with a superimposed message will be visible.
