The idea is to make that when the web page loads always this in the top of the page, for some reason it depends on the browser it leaves displaced a little downwards. I am only using bootstrap 4, I have tried several times to change the CSS putting the margin top 0px , but it does not work, I thought somehow doing it with JS but I do not know if it is possible ..
