Problems with the phonegap app

Well, this is not a programming question but if someone could help me:

I downloaded the Phonegap desktop application, from there I created a project, which I compiled and gave me the following address: 192.168.3.125.3000 .

Now trying to access from my cell phone using the Phonegap app I could not, because I entered the address and only stays in

  

"DOWNLOADING ..." "TAP TO CANCEL"

and it does not happen anymore, instead I try it on another cell phone and it is displayed perfectly, I am connected to the same wi-fi network, my cell phone is an LG Max with Android 5.0, I have already restored my cell phone but it still does not work .

Find out the IP of your mobile phone. On your PC press the buttons (windows + r), and write in the dialog that appears "cmd".

In the command, type "ping (ip of your phone)".

This way you will check if you can see and are in the same network. If it works, answer me.
